Three points.
Slide 39 appears to be NA+Others -- not including Japan (see Slide 38).
The numbers are pre-2009 Holiday which saw a big Wii push.
From this, it appears he is proposing selling PC software directly as the best way to reach the most people.

I liked the explanation, I am not sure I liked the conclusion.
