As far as i know, Sega wasn't losing on hardware (except for the overproduction), but developing software for such small installbase, which had rampant piracy in software, wasn't profitable. If they had continued to support DC, Sega eventually would have bankrupted. DC was ended so quickly, that at first i thought they were planning to make a comeback, but looks like they didn't.
