On Active Time Babble, the scuttlebut was a super rushed localization to make the fiscal year, and that another company was originally bringing it over but Sega took over last second.  Sega claimed it was due to cultural differences, but they also claimed a far lower percentage cut (1%) than what we actually got.

 

That's...really dumb. Not sure why they wanted to make the fisical year when they didn't even promote it, so it's not like it mattered.

Well... it's Sega.  They did the same for Sands of Destruction, Infinite Space and Resonance of Fate too.
