Nikkei and Asahi have reported that the 3ds will use Sharp's parallax barrier technology which will provide steroscopic 3d without glasses.

The only question I have then is the cost. An 8" PBLCD picture frame online costs 600+$. 2 4"PBLCD screens should be pretty expensive, yes?

Prices of screens don't grow linearly with the size. Hitachi already uses PBLCD screens on one of their phones. Sharp and Nintendo have a good relationship and history of partnerships. Hitachi has a 3d phone with the same tech that has a 3.1 in screen. It was available last year for 200 in Japan. So I don't think cost is a factor.
