Neugebauer is not a Senator, obviously, as he's a member of the House.
Stupak was not acting as the Speaker of the House, nor was he announcing the results of the vote. He was urging Democrats to vote against the motion to recommit.
Pedantic, maybe, but I just wanted to straighten that out.
