Hell if I know.
I'd make a guess that in this case, the swiss parliament either doesn't understand video games at all, or doesn't want to.
If the swiss were adamant at rooting out violence by banning forms of entertainment (which IMO doesn't work), they should be targeting ie. violent literature, movies and sports besides just videogames. Games are just a more convenient target than any of those.
