The cable/satellite companies control access to most of the content. In some countries, there are laws that mandate open access. In the US, those laws don't exist. Cable card was supposed to allow access, but the cable companies fought it tooth and nail and it was a failure.
Anyone can guess. It takes no effort to throw out lots of predictions and have some of them be correct. You are not and wiser or better for having your guesses be right. Even a blind man can hit the bullseye.
