There's a host of third party games for Wii that third party publishers aren't publishing outside of Japan because they feel they won't make a big enough profit on it or they are spending their 'localization budget' on other games. If you actually look, Nintendo has dozens of titles they've brought over for third party companies, which they don't even have production ties to.
You can call this Nintendo's way of encouraging third parties to continue to work on the Wii. I call it lazy third parties hitching a free ride on Nintendos back without taking any hits for their games not selling well. And if their games don't sell well, guess who they blame? That's right, Nintendo.
