Pichus have never been able to breed, and neither can Heatran. Breeding is irrelevant as far as legendaries go though. Phione can breed with ditto, and is a legendary. You need to read what I am typing. Legendary is not a definition. Legendary is a title given by the creators. Spike-earred Pichu is not a legendary because it was not given that title. It can never be a legendary unless the creators change their mind.

If Phione is a legendary pokemon, are you saying that's an exception when it comes to legendaries not being able to breed?
