That is a very good question actually. On one hand, I think having a baby should be something everyone should have the right to. On the other hand, if having a license could stop most of the problems that we see in society today regarding children and parents (abuse, unfit parents, etc.), then I would definitely like to see that. Although I suppose it's not actually the means I like, just the end...
