Her name is Jessica Martin, apparently a little-known mostly-local Seattle actress, and they auditioned quite a few people to find her.
Read the whole interview linked, though. There is a rather disturbing hint from Bihldorff that even though they haven't found anything "too shocking," (in regards to the old joke about Team Ninja making Sexy Samus), but that there is a balance between the samus we know, and "a little sexiness"
