your are aware that, Localization, Marketing, and voicework is done by the publisher correct?

But, could none of the publishers decision  affect development or vice versa? Do you think publishers could not be constrained by a decision made before? Exlpain me why this has nothing to do with development. Now are publishers "lazy" too?
