As awesome and iconic as Gary Oak is, he showed up all the time and had lame Pokemon. The Silver guy (who I named Cubone on my first playthrough) actually gives you a breather (since he only shows up every 2 towns), and seems like enough of an asshole to be a real rival.
In short, Gary Oak was much better in the anime than in the videogames.
