99 would be too high for most people. If you really want much participation something lower like 65-70 would be better, and then use level balancing to set the levels to 100 in the actual match.
I may be interested. Certain rules would have to be made including no ubers (find out what Pokemon are ubers at http://www.smogon.com/dp/pokemon/) and sleep clause (you can only sleep one enemy Pokemon at a time). Also no doubles, you can only have one of each Pokemon on a team. You'd also need to allow a lot of time for people to play their assigned matches. Maybe a week per tourney round for the two to organize a time to play each other.
