Huh? I'm probably splitting hairs here, but I've never heard anyone single out Mitsuda for his technical prowess. He has crafted some incredibly impressive work, but most of what makes him unique comes from his mastery of his own neo-ethnic/folk style and not so much the sophistication of his compositions.

Conversely, Koichi Sugiyama and Michiru Yamane are composers that are well known for their technical mastery, though in my opinion Shimomura isn't far off.

As for who makes better music, that's a personal judgement. It's a little bit sad so many people judge Shimomura on her lesser works, rather than the likes of Legend of Mana, though.
