It's a very good list but there's a lot of games missing (due to lack of public info):
CoD MW2 ~ $50 million (my estimate, based on some stuff I read on internet about it)
Assassin's Creed 1 ~$60 mill at least (Ubisoft's Montreal dev team is huge)
Assassin's Creed 2 about the same as the original, maybe a little more
Final Fantasy 13 - I don't know but should be well over $60 mill
Red Dead Redemption - $50 million, $60 mill? I have no idea.
World of Wacraft +$50 mill
Starcraft II +$50 mill
Diablo 3 +$50 mill
Warhammer Online +$50 mill
Also games like Resident Evil 5, Far Cry 2, Splinter Cell Conviction and God of War 3 probably have budgets in the $40-50 million ballpark.
