Well, the ELSA for one. They claim a staggering 90% piracy rate on DS in the US alone. 90% of the American DS market is basically double 100% of the American PSP market.
DS and Wii are actually easier to pirate games on than PSP (DS = no modding, you buy a card, Wii = HBC/firmware flash like PSP, but all Wii models are flashable), they're more popular platforms, with more software being produced. Hell, unlike with PSP, you can pirate Wii and DS games without the system itself, both are playably emulated and widely supported. I'm a little curious why you wouldn't expect this, it's pretty logical when you actually look at it honestly.
