The weapon required for a certain situation is always nearby in Killzone 2. When you need to blow something up, oh look, there's a rocket launcher. The levels are designed just fine with this concept in mind, and the fact that the game always fed you what you needed when you needed it was actually one of the major complaints (control issues aside) post release.

Not being able to use your favorite weapon at all times != improper level design or an inadequate provision of equipment, and I don't see how the ability to only carry one main weapon effects either situation.
Yeah, you can't use the shotgun the whole game, but that revolves entirely around the type of enemy you are facing, and not the amount of weapons you can carry.
