I should clarify.  I don't want NPCs you have to talk to and get missions from.  You're more or less right; if you want that, you should play something else.  I'm talking about making Helghan a place with civilians who are caught in the middle of a ground war, who are running for cover while their city and homes are being destroyed.  And I think it would be cool if you were under orders not to harm them, and, if you did, instead of starting over from the checkpoint (like you do in this situation in a lot of other shooters) if the civilians in the background began to fight back.

To me, it's a way to make the environments more dynamic and to make the gameplay more involved than simply lighting up targets, hence I'd like to see something like that implemented.

And I have to disagree that wars are fought away from civilians.  I don't think you have to look too far back in world history to see examples of wars fought in the middle of massive, populated urban centers.

And I think that the aesthetic of many of the settings in KZ2 are distinctly urban and even a little suburban.  It's not too much of a stretch to add the wrinkle of non-combatants to the game.

i understand what you are saying (it's also cool) but that still sorta fits as an NPC like fallout.

also wars arent fought in populated areas they are faught in secluded areas. it's a war crime to kill civilians or put them in a line of fire. dont get it twisted with what the nazi's did or what terrorist are doing. U.S forces try to take the battle else where or if they cant try to control the threat without hurting civilains for example. also what the americans did in ww2 to two japanese cities is considered as a war crime by most

No, it doesn't "fit like an NPC like fallout."  I'm talking about non-combatants, not a bunch of NPCs that will open fire on you for picking up a plate in their homes.  I don't think I can explain my point any better, so I won't bother trying.  You seem pretty content if KZ3 ends up just being more of the same, and that's your opinion.  But if this (largely meaningless) intellectual exercise annoys you so much, and if you're not willing to entertain the idea that the game could be an improvement by adding or improving certain elements, maybe you should just ignore it.

Also, numerous citizens of Iraq and Afghanistan would probably disagree with your assertion that "wars are fought in secluded areas."  So too would people living in Europe during WW2. Or the Revolutionary War.  Or feudal-era Japan.  Etc, etc.
