TV's are quite a different situation from PC gaming parts.

No it's really not. At this day and age you need a PC more than a TV. You need a CPU, you need RAM, and while you don't need a VG it is required for many things other than video games, including watching movies. So no, not different at all. It's something required for gaming, and for the price of an "upgrade" I can build a brand spanking new PC, more powerful than any console.

Don't PC's need monitors?

CRT monitors are still considered better than the flast screens, believe it or not. I believe those have existed for a long long time. Also You can get a 22" 16:10 monitor for $120 if you know where to look. You don't NEED to upgrade a monitor unless it breaks.
