if someone wins it but does not pay u have to put a claim in to say they have not paid otherwise Ebay presume they have and charge you accordingly.

The sun is sexist, racist, hypocritical and many other words that I can't currently think of.
Substitute 'The Sun' for 'National Enquirer' if you live in USA....and then add a bit more!
