I'm looking at student pricing right now. The monster deluxe version of CS4 is going for a little over $600 CAD. One of the lesser versions which probably has everything she needs is between $300 and $400.

Don't buy educational software at your local CompuSmart, people. This stuff is massively discounted for students and teachers at educational software stores.

The store I'm looking at has Windows and Mac SKUs at the same price.

After a little more research I think the school I work at might have a special arrangement with Adobe. I still think that your niece could have made do with one of the lesser versions of CS4 and saved $400.
