It's likely not going to happen, but you could have easily come up with better reasons.

Yes, he can spend time underwater, but it's as if he's "Steel Sonic" so to speak. Unlike Mario, he will sink and drown if there are no platforms for him to jump on.

He swam in the Olympics.

The only reason why he was able to "swim" in the Olympics was because he was wearing a lifejacket/special suit that allowed him to. He would normally sink and drown after a certain amount of time.

Do you actually think they will keep that consistent? There's no explanation why they're doing anything, it's just there for the gameplay's sake. And we're talking about Nintendo here, they always put gameplay first.

Anyways, it probably won't happen (although I think it would be awesome).
