No it's not, Selnor just let himself go as usually :).
The art direction (i.e. presentation) is superb, but with the setting beeing sci-fi, it's not really that hard to look more interesting than let's say reality setting. But Mass Effect created universe of it's own, with their own spieces, technology and more. And all that seems like it could actually be real, like the future. So not "science fiction", but "time travel".
TBH graphics from technical standpoint aren't that impressive, it's Unreal Engine with all it's pro's and con's. While alien character models looks really good (Grunt is the best), human models are average at most. The "hard" lighting of UE is there and in some places it feels really weired (every single talk with Elusive man, his face looks like it's made out of stone). It doesn't have such impressive particle effects and animation as Killzone 2 or setpieces and polygon count as Uncharted 2.
So my conclusion could be: best presentation value for what it is, great graphics but nowhere close to the best
MY HYPE LIST: 1) Gran Turismo 5; 2) Civilization V; 3) Starcraft II; 4) The Last Guardian; 5) Metal Gear Solid: Rising
