I don't know. Galaxy is a great game ( I had a go at it and its really polished and fun). But Game of the Year? I mean it is the best Mario64 clone I have ever seen, possibly the best Mario64 clone ever.
But being the best clone of a 11 year old game isn't GotY material for me. How about games that tried something new had a bigger vision even if they are not as perfect. The cities in Assassin's are incredible, Bioshock has the most gripping storyline this year (even if its a SystemShock clone 
, Mass Effects throws you into a huge world, Uncharted redefines the word: Interactive Movie. All of them may be not as perfect but they are not so small.
