It was settled this year.

[edit] Apparently there have been a variety of EU investigations on Microsoft since 1998ish. Including the abuse of power investigation.  At least one has been in the headlines within the last two months.

They have all been settled.  The one you saw in the news was about an appeal that Microsoft lost and has agreed to pay the fine to.
