Luke doesn't understand a single beep. Which is why the X-wing has a screen that displays what he's saying in English. But once he's out of the X-wing, It's kind of like having a dog. He, and we I might add, can't tell what R2 is saying, but we can still glean a fair bit about his feelings by the nature of his whistling.
Han speaks 3 languages. English, Wookie and Hut. And Chewie speaks English and Wookie. Lots of people who live in multicultural environments learn more languages. I'm learning Korean now and had I been a decent student I'd have been able to speak french after highschool. In the movie it sounds like Han might understand Hut the least. It was actually pretty nice how even though the understand the laungages, they speak in their own, since it's a bit easier to communicate in your own tongue.
Uncle Owen was the same with the Jawaa's. But there are more than just 3 or 4 alien species in the Universe, so there's a great need for Translator droids. Aside from Han and some of Jabba's friends and assistants, not many people would have known what was going on when Jabba spoke.
Of course, then the prequel movies came out, and Lucas decided that instead of speaking different languages, aliens would just speak English with really stupid accents.
