Right from the start he says "If we keep on the same rythim that we have now, GT5 will be ready in December 2008. That's too long for any fan to wait since GT5, but we still have many things to do".
It was probably bad management, probably some developing slow down, probably resources being pooled to the completion of GT PSP, but it's for certain that they didn't keep the same developing rythim for GT5.
