I'm amazed that you say that the core cast are like 15 people and don't think that's too many for a game series.
As for Mario, not even Toad is a noteworthy character. Sure, they fill out spots in party games with lots of characters, but the ones that actually matter in the series are Mario, Luigi, Peach and Bowser. That's it. You could argue that Yoshi and Wario do, too, which I think is fair, but try naming anyone else that is prominent in most games and not just some party-game filler-character (Daisy and Waluigi say hello).
