The problem with the "majority of Dreamcast fans" isn't that they are not XBox fans, it is that there aren't enough of them to make an expensive project like Shenmue profitable.  I do believe most did go to the XBox (certainly won't support Sony, who is the enemy, and Nintendo is an old enemy).

Actually Richard, sales numbers show that most Dreamcast fans aren't Xbox fans. When Sega went third party last gen they arguably put their best titles on Xbox and they all tanked. Shenmue 2, Panzer Dragoon Orta, Jet Set Future, etc all bombed. Sega games have sold the best on Nintendo platforms. This was true last gen despite the Gamecube getting the lowest quality Sega titles. Sega actually came out and admitted that their titles sold best on the Gamecube and the made a mistake by not giving it enough content. Even this gen that holds true. Their Sonic titles have sold much better on Wii than 360/PS3. Sega titles sell better on Sony platforms than MS platforms but still lag behind Nintendo platforms. This is inspite of Sega continuing to put their best efforts on non Nintendo platforms.
