Domination splits the teams into 4ths and puts each group at each side of the map. 256 players divided by 4 is 64 players. Thus, there are 64 players, 32 players on each team, attacking and defending on each side of the map fighting to control 2 objectives until they open the final objectives. The only times I saw larger than 16v16 was on Sabotage, where it is 16v16 for the first two set of objectives, then once those are taken the last objective combines them for 32v32.

Yes, it's limited to a platoon vs platoon early on (usually 16 vs 16 at each objective unless they want to work together or something), but once the final objectives are opened up, the fighting increases as the attackers circle defender's centeral spawn point. In which case the objective for the platoons will be two of the 8, but you can't say you're only fighting 16 vs 16 on the last objectives since all 256 players are fighting in that area and anybody could go where they wanted to. 

By that point, people are probably going to wherever the closest objective that is being contested.
