Someone mind explain'n why SO4: I, is making its way to NA but not ToV?

Tales of Vesperia would be a day one purchase for me if it ever comes out where-as I might pick up Star Ocean 4 if I see it in the bargain bin, but I've never played any of the past Star Ocean games before so there is no rush!
