Well for me the hype comes from finishing the first game and really looking forward this one. I've played Mass Effect only once, since there is no time for replaying that game yet, so I can't comment on replay value due to your approach to the game decision system. But the thing that worked for me regarding Mass Effect was the setting, I'm usually fan of fantasy, sci-fi never really interested me in any way. In Mass Effect I was instantly immersed in great and deep universe, with a lot of side informations, on a epic quest with nice twists and great pacing. Even though the first game had enough problems to put someone off (Hello elevators, Hello lame shooting mechanics, Hello stupid AI), it was the story, setting and gameplay to keep you going. I assume they have adressed most of the old problems, so I'm really looking forward to this one. I don't think there is yet game where you can completly change your experience due to the decisions you make, Dragon Age might be closest to that from what I know, but it Mass Effect is a bit more linear according to my experience with the first iteration.
You should first play ME 1, before giving ME 2 a go. It's really cheap nowdays. If you won't like it, than there is a 90% chance you won't like the second either, as it should be the same, just upgraded. And that is exactly the reason why I'm getting it.
