You need to be an admin/mod, of course.

so... how do you become talonman or ioi?

While I do not know for sure, not knowing much about VGchartz internals - I would hazard an educated guess that becoming profient in php and mysql would be a good start. ( provided you meant "how do I learn to do what talonman and ioi do", is how I read it anyhow).
