I live in New York City, and there is only one Walmart within a hundred mile radius of the entire city. But I guess you already knew that from using the in-store locator. And just decided not to mention it.
Many stores that are popular in New York, like Target, don't have an in-store locator. The vast majority of game stores are Gamestops, where the game is definitely in stock in most stores throughout the city (there are like 50 gamestops in new york city, by the way). The game is also currently limited to 2 per customer on the website (something Gamestop only does when a game is popular and in limited supply.)
The argument that the game is out of stock almost everywhere is pretty much untenable. It comes down to NPD versus VGC, which I'm not going to get into, because I don't have better data then either of them. Who knows?
Also, it's a little hard for me to believe that over the past few months you have been constantly searching for the in-store availability of a game which you have referred to several times in this thread as Valkyria Profile.
