Based purely on the art-style and graphics style I'm going to say Versus. As you said it looks darker and kinda reminds me of FFVII's Midgar, which for me is a good thing. FFXIII looks more like X and VIII which, whilst good games, the art-style in them didn't appeal to me as much.
Gameplay-wise, I'm really not too sure as we really haven't seen much although the more I hear about XIII the less excited I am. I hope that doesnt happen with Versus.
