as much as people want to talk about it being a late port, the PSP version sold 1/3 as much as the DS version. People didn't want that type of GTA game. Will they be that dissapointed with 1 million in sales for the DS version?? Even in Japan where handhelds are big people didn't buy it, and console GTAs have done pretty well there.
