I think the 10 LEDs are actually specific to the sensitivity setting on teh calibration settings. there are 5 settings, teh lowest of which would have 1 on each side of the sensor bar lit, while the highest setting would have all 5 lit.
this should allow you to adjust for external sources of light. if you notice that your cursor is wiggling all over the place as you move it, you probably need to turn up the sensitivity, because it is likely that the wiimote is registering the external sources of light and trying to use them as the sensor bar.
Or maybe it's down. it's been a while since I've had any need to adjust anything.
looking back over it, I'm pretty sure all the LEDs are on period when you turn on the Wii. if you have your cursor wiggling all over the place, you actually need to turn your sensitivity DOWN. this is usually caused by outside light that is coming in through a window and is being registered by teh Wiimote as points of reference from teh sensor bar, so it will bounce back and forth through all teh different points of light as being teh sensor bar. if you turn down teh sensitivity, eventually only the LEDs in the sensor bar should be seen by the Wiimote.
