In America, this really isn't true at all. Granted, a large part of that likely has to do selection and library, but by and large RPGs have done significantly better on 360. Even multiplatform RPGs (Obvlivion, Enchanted Arms, Fallout 3, Eternal Sonata, Dragon Age, etc). No PS3 JRPG has yet matched Blue Dragon in America going by NPD, and none have sold more than third what Lost Odyssey did.
I do agree that previously "PlayStation exclusive" series seem to do better on PS3 proportionately than historically non-exclusive series though. I think slim/momentum may have been the tipping point for Tekken 6, and that will probably hold true for FFXIII.
