Not to bash Heavy Rain, because it's an original one-of-a-kind -game in these days, but there's so many factors that will hinder it from becoming GOTY. The most important being that it won't get 90% on Meta, having gameplay that is far too limited with it's QTE's and interactive cut-scenes. Oh it will. Not on Spike, but I can understand your sentiment if you thought there was one "official" GoTY award. Every time we have this discussion, it's mostly about which game will win the most GoTY awards, and any game capable of winning just one of those awards are a real contender. That's my experience at least

Yeah I guess you are right, now that I'm aware that there's no official or main GOTY award. One big gaming site could potentially give Heavy Rain GOTY in the same spirit they gave it to Demon's Souls in 2009.
