They are sold around the world - to retailers. They didn't sell-through 9 million Xbox 360s since September so its clearly building off of the September 2009 shipment figure - 33.5 million.
Also, here is the video where he says "500 million since Xbox 1" The Xbox talk starts at 1:26:56 in I believe, and the relevant statements are within two minutes of that.
