I think that's completely wrong, especially when most developers of modern 3rd person shooters site RE4 as a major influence. Socom??? WTF, lol. No... It's a fine game, but it brought nothing new to the table but an online experience. We're talking about changing the way games are controlled, played, and interfaced with, and Resident Evil 4 is the closest thing any genre has to an actual gamechanger in the last 4 years, imho.
Most of the games that you like, and now play, that are 3rd person shooters, wouldn't have the camera they currently use, and probably wouldn't be as good, without Resident Evil 4. It is universally recognized as at the very least, an influential game on the 3rd person shooter genre. That's just my opinion though..

Not to mention the popularization of Quick-Time events(or the invention?) in RE4, which are now an industry staple.
Also, check out how many games have been influenced by Resident Evil 4's camera....
....how bout Dead Space being a very similar(Dead Space is to RE4 what Dante's Inferno is to GoW imho) game, and pretty much every 3rd person shooter since then....
Uncharted 1 and 2's shooting is imho, derived from RE4 either directly from the game, or through the Gears of War alteration of that same system.
With a quick google search of RE4 and Uncharted, I saw one gaf poster commenting that RE4 was a "benchmark" game that only comes around every few years, and turns a genre on its head with innovation and originality. I agree with that guy. :P
