131 is a good SL to go to NG++, I was at SL 134 when I was almost finishing NG+, and I was almost indestructible (Also because I could don Heavy Armour and still run and dodge like I had light armour).

You would be even hard pressed to equip the whole set, it weighs an absurd 58 lb in total xD. You'll need the Ring of Great Strenght to even be able to equip it all and not being overburdened, even at 40 vitality, and that's excluding any weapon weight. 

You would do better at first using a good Heavy Armour set like the Gloom Set, since that will allow you to use the full set, a good Large Shield like the Purple Flame Shield (+10 if you have it, it's one of the very best shields in the whole game), and a Massive Sword like the one I used for most of the time, the Meat Cleaver + the North Regalia.

Tower Knight is hard on NG+, mainly because he hits for almost all of your HP, you'll have to be on your toes fighting him, he was to me, the hardest barrier in NG+, since after him, I learned how to efficiently dodge and time enemy attacks in order to survive in NG+ xD
