Actually its not. Microsoft builds better development tools and more developers are instantly familiar with that environment. The TEV isn't exactly a walk in the park compared to a fully functioning Direct X 9 pipeline either. Theres a reason why 2nd string teams on the Wii cannot produce the same visual performance even as last generation games which used weaker hardware but were produced by top string teams.
