I think he's trying to say Fallout 3 allowed for more sales because it was a smooth transition and mixture of/from shooter and/to RPG. I think Mass Effect probably filled that role as an intro to RPGs better than Fallout 3. Fallout 3 had a lot of history prior to its release (with 3 other games being released before, don't underestimate the ole' franchise), whereas Mass Effect was the first of a trilogy, a shooter and was all spacey n' stuff making it easier for the millions of Halo & Gears players to transition into their first RPG.
