I'll have to go with Microsoft is just waiting to see how things go from now until the holiday season is over. Microsoft probably figures people have pretty much already decided what they want for the holiday and spending the money would not be equal the returns at the moment. They may still do a push of advertising at some point.
Several people I've talked to around here would like to get both or either a 360 and PS3, but they list price and stability and price as the factors for not doing so now. They can generally list about the same number of games they're really interested in playing on either system off-hand, but being as I'm in Japan, they generally only first think of PS3 and only consider the 360 after I ask them about it, but at least several Japanese people are interested in at least trying Blue Dragon and Trusty Bell (Eternal Sonata).
Edit:Also Minna no Golf (Everybody's Golf) seems to still be a wanted title and a reason at least some people want a PS3.
