Pack-ins also discourage additional purchases. If Wii was sold without Wii Sports in the west, sales of other titles would've likely risen in response, plus Wii Sports would've sold some amount on it's own. Now, we can't know exactly to what degree that'd happen, but discounting Wii Sports would fundamentally handicap Wii's attach ratio.
