I do not think VGchartz is overtracking VC by a large margin..... word of mouth does alot, frequent appearances in gaming periodicals online and off about the game, and its DLC help, the anime which was fansubbed and had a decent fansub audience in the west helps, these factors plus a quickly growing PS3 install base really helps....

Now combine it with price cuts and frequent deals. The fact that game has been buyable at a 30$ price point for a long time combined with continued publicity should indicate that sales numbers have every reason to remain high. Ofc Sega is making less money per copy, but the actual numbers of units moved has every reason to be high.

One has to wonder what the attach rate of the DLC is. I cannot even begin to guestimate. But IMO the DLC is the most important X-factor as far as whether or not Sega continues the series, and/or engine/gametype. If we see a VC3 or another risky RPG from Sega by the WOW team on PS3, it probably wont be because VC2 sold awesomely well on PSP (which it wont, just because its PSP) but rather because quality games that are different but have hardcore fanbases are proving to be profitable long term via DLC channels, enough so to offset a slow sales curve.
