It probably mean that while the game didn't sell as well as they hoped the number of people ready to pay to play online were higher than they were expecting.

It's hasn't been a good years for Capcom what with the massive flop of Bionic Commando and to a lesser extent Spyborg, lower than expected sale for Resident Evil 5 and MH3.
