Halo 1 agreed, top 30 material. Halo 2 or 3 no. Neither did anything to advance the genre or even the series for that matter. In fact, you can argue the exact same thing for Halo, but Halo advanced the console shooter arena in ways Goldeneye didn't. Gears, being the first game with a cover system (a genre advancing mechanic), represents the 360 shooter library well.
You can argue Half Life 1 and 2 on a top 100 list for a couple reasons:
HL 1: Obvious reasons. AI that was waaaaaaay ahead of its time, story telling unlike any game before it, excellent pacing, explosion of the mod community. Alien weapons were very unique (the little running chicken looking bomb creatures, for example)
HL 2: First time physics was a playable mechanic in a game with the grav gun. Engine that, for the time, dwarfed everything else. Again with excellent pacing and story telling. They also had about 6 years or so to make the sequel.
